That is exactly what hardneck garlic does. Garlic doesn't make seed, it makes little bulbils. You're doing just fine.

The curlique stalks are called garlic scapes, and they're edible. When they make one curlique, cut them off near where they join the plant. They have a mild garlic flavor. I've been eating mine for a week. I cut them like scallions or string beans and steam them with some carrots or broccoli. Tasty, and full of all sorts of phytonutrients, too, I'm sure.

From what I understand, cutting off the garlic scapes helps the plant focus all its energy on the bulb rather than the stalk.
