They are bulblets, which can grow new plants. They're often called corms, but they are not true corms. Unlike the large cloves, they can lie dormant in the soil for a couple years.

Replant those things, spaced out. In good soil they make your new garlic in two or three years.

corms as stated above bulblets or bulbils are only produces on the flower stalk and elephant garlic being a leek doesnt produce bulbils,

IF you want to plant them i suggest putting them in a napkin inside a plastic bag for a week (wet napkin is softens the outermost shell then peel them before planting other wise they may stay dorment for YEARS som will sprout in year one otheres in yr 10!!!

Botanically they are bulbs (shoots with one or more storage leaves) not corms (stem with storage cortex). They are bulblets, just not of the aerial type.
