Help....found two of my 50 garlics looking too short so I pulled them and they were mushy...found a small orange/brown worm like creature inside. I think it is too early to pull all my garlic up..but am now concerned about this critter and if there are more of them in the ground!!

What are they? What can I do? Should I just pull them up? (I pulled one healthy one up, it is small but complete)..
