I don't rotate my garlic and have had no problems.

I have grown garlic in the same 2 beds for about 3 years, and even with yearly applications of compost and deep leaf mulch, the soil is not improving any, especially compared to where I grow peas, beans, and potatoes. I also noticed last week when I was harvesting, that there are almost no worms in the beds. So as soon as I got the garlic out, I planted bush beans in one bed, and (for lack of space) carrots in the other. This fall I'll move the garlic to the potato and tomato beds, which have been improved quite a bit over the last 3 years, and next spring the potatoes and tomatoes will go where the beans and peas have been growing.

Hmmm. I guess I need to start digging some new beds for the peas and beans.
