Johnny's Selected Seeds has shallot seeds. I don't think I've ever seen garlic seed for sale. Hope this helps.

If you have missed the "seed" garlic from nurseries (it's actually just cloves from heads of garlic, or sometimes the topsets knows as bulbils, from harneck garlic) try the local farmer's market. You probably won't know what specific variety you are growing, but it will be locally-adapted garlic, and that's a plus.

Break up the heads of garlic and plant in rich soil, flat (root) end down, pointy end about 2 inches below the surface. I'm in a dry climate, so as soon as the garlic is planted I mulch with 2-3 inches of pine straw. When the leaves have all fallen, I pull the pine straw back, mulch with leaves, then put the pine straw back on top to hold the leaves down.
