Extend Spring onions through the winter?

I planted Copra and Walla Walla onions from seed last spring. The copras are bulbing nicely, as they should by now, but I put the walla Wallas in a dry spot and they are stunted, meaning they have very small greens and hardly any bulbing. Can I leave them in the ground through the winter to get nice spring bulbs? The water issue will be solved by our winter rains.
