I used to live in Princeton, an hour north of Peoria...I don't know where your N. Illinois is...

Anything that says "sow seed after all danger of frost is past" you should wait until at least Mother's day to plant or be ready with sheets and brown paper bags and buckets should the weather forecast say there will be temps below 40 that night.

Anything that is a perennial, you should be OK planting it out but if there was going to be a HARD frost you would still want to cover tiny babies...

This warm is just the devil's way of tricking us into putting our plants out too early. :)

I'm waiting in my zone. I don't plant out as young as some do anyway, regardless of the weather....and my notes show light frost here on May 1 more than one year. Not only is my soil chilly for stimulating any kind of root growth (afternoons 40s, 50s)so I have little to gain by planting, it's been wet. I have a clay based soil that I can't be digging in until it's dried out some from winter wet unless I want to destroy the soil structure. And more roots (little older seedlings) when plunging them into clay works best for me too.

I think I'd wait as well if I were you. At least for a couple of weeks for sure. The ground temp is still quite cold and would probably not be good for your little babies.
