I have yet to grow a member of the allium family that was not closely attuned to changes in photoperiod (day length), thought it appears that plants count dark hours more than light ones.

Late or off-season planting can set them behind, but no matter what you do they are gonna respond to cues from the heavens in late spring, when days are more than 14 hours long. Short-day strains will respond first, long-day strains last. They will bloom, bulb, bunch, or all three.

The wild garlic is just having fun with you right now. In spring it will show much more vigorous growth, because the corms on the outside of each established plant's roots will also start to grow. In my garden the base of the plant is often ten inches deep, so seasonal growth changes are probably as much about soil temp as anything else.
