garlic bulbs soggy in ground

I planted some garlic in mid-september and they have been growing quite well so it seems. I was digging around in the soil trying to feel whether the bulbs had grown at all (never grown it before, couldnt resist) and noticed that several of the bulbs were mushy. One was so mushy that I was accidently pulled the original bulb right off. My question is whether the garlic may still grow - I know garlic doesnt tolerate soggy soil too well and I think the soil might be getting to wet since it is right near some leaf crops which I water more often.
