You planted at least a month too early depending on your climate zone.It was not a bulb you pulled but rather a clove that will be consumed in the growth process of making a new bulb,of course its going to get soft as it is food for new life.Any soil is going to be'soggy'after a heavy rain but it is stagnant non-draining water that causes the most damage.I deal with 80"of annual rain and do well.Raised beds with an open porous soil and hi-organic matter are essential.

Like garlicman2 said in his answer, the cloves you have put in the soil are going to disappear slowly, which is the normal process. On the other hand, it is extremely important that garlic should be planted in a well drained soil. I have grown garlic here in our wet climate of Flanders (Belgium) for over twenty years now, usually with good result. Yet, there were always a certain number of garlic heads that showed signs of fusarium, namely a mushy basal plate. It took me a number of seasons to realize what exactly was going wrong. Now I grow my garlic on ridges and I'm sure this helps a lot.

great thanks for the info, the plants look good but i got a little worried to feel the soggy cloves. The soil is well drained so I think I am okay on that front. We will see!
