Stunted Bamboo`

I have had two bamboo stalks for almost 2 years now, and recently I was trying to pull off a dead leaf and accidently pulled off the entire top node. Since then it has not grow vertically and seems to be stunted. There are white buldges around the lower nodes which look like they may grow into new sprouts, but I am not sure. Also, I find that the water gets a film on it, even if I am changing it weekly. Do bamboo need fertilizers in the water, or is tap water good enough?

Any ideas on how to make my bamboo grow again?? It used to be a quite proficient grower, but I have not seen any new growth since I pulled the node off. HELP!!
