Fertilizer

I transpanted some large bamboo clumps of a running variety from a grove I ran across. I don't really know what variety it is. These were 12 to 15 tall, and the stayed green the whole time. I planted them in October. They sent up new shoots about a month later, but the new ones got killed off by the frost. I believe they have been busy sending out rhizomes all winter. I have seen several shoots pop up about a foot or two from several of the transplants. These shoots popped up every time we had a warm winter week. So I am anxiously awaiting new shoots now that the threat of frost is over for us.

Is there any type of fertilizer I can use to assure me that I get the largest and healthiest new shoots? I am about to lay new mulch over the area and wondered if I should put some cow manure or any other fertilizers down before laying the mulch.

TIA for you advice.
