I can't tell by the picture. I believe that if it has double wings on each side, it is a honey be and if it has a single wing on each side, it is a solitary bee.

Honey bees, solitary bees, and bumble bees all have double wings on each side. in other words, 2 pair of wings.

Flies have one wing on each side - in other words, one pair of wings.

It looks like a Yellow Jacket to me.

I agree it looks like a wasp.

It's a solitary native bee, not a wasp.
