That is called a Chinese yellow banana or Musella lasiocarpa. It is in the banana family.
Once it flowers, that plant stalk will die, but it should have pups that will continue on.

Bananas and their cousins are all in the families of musa, musella or ensete. So it is like a close cousin of the banana. Also known as the golden lotus banana because of the shape of the bloom. In the earlier pics it looks like there are already pups on the plant. In the latter photos the pups appear to be gone. Once flowering occurs the main plant is done as said before but it should put all of it's energy into growing those pups. If you have removed them it should re-pup.

it looks like it is nearing the end of there life. When bananas flower, they die, but babies will soon take there place if they havent already.

Your not fertilizing enough. Use a urine fertilizer (20%) It won't burn the root system at this point like a oil base fertilizer will at this stage. The fruiting stage could go on for 18 months.

this one is two years old and I tranfered it to a larger tub. One of those small tubs.
