The root ball is still alive and new growth should come from this if you continue to take care of it...but you might not see anything much until next year. As for the mutilated culm, you may get a few leaves, but it'll never grow back or be pretty. And, most importantly, how are you going to prevent further damage when this plant starts coming back?

Bamboo buddy ships all his like that. Take care if it and next year, shoots away! I've bought another one off ebay like that also and it's doing great.

As long as the roots don't keep getting dug up and the stalk is still green, it can still photosynthesize sunlight and will come back next year. Maybe get some chicken wire or brambles to keep the pooch off your bamboo.
