What's up with that?

I have a beautiful begonia(nursery didn't label it)The leaves have what I believe I read,is called curled sinuses. Anyway....there's seems to be a new tiny plantlet growing out of one leaf,right where the leaf connects to the stem. Is this common w/ this type of leaf? Is this harmful to the plant? Can it be removed and used to start a new plant?If so....when do I do it?
