Falling madrone and oak leaves: Problem or not ?

My in-the-works bog garden will be inundated with nature's falling carpet all year, but especially in spring for madrone and late fall for oaks, often coming down in a deluge of rain. Should I make an effort to keep heavy downloads of leaves removed once in awhile as I have to in my rock garden and pond? Or can I just let them accumulate and decay and do a one time removal when plants start to grow in the spring? Or should I forget the bog garden and turn my rather large trough into a super compost pile? Removal of trees is not . . . . The area gets plenty of sun.
