I've had some success with begonia seed but it may not be your methods as much as the seed itself. It should be fresh seed for best results but I've heard of other's success with seed that has been refrigerated to keep it viable.

Start with some seed starting mix for best results. Wet thoroughly with hot water to further help sterilize soil mix and allow to cool and drain. Surface sow and place a clear lid or plastic wrap over the container. Place under lights and allow a week or two to germinate. Some seed supposedly could take months depending on type. Be patient. If no germination happens within 3 months (or sooner) write the seller and explain the situation. Personally I believe a lot of seed for sale is no longer viable by the time it is taken off the shelf.

You can try perlite too but it isn't good for growing a top after germination.
