Do you know what variety it is? Sometimes a happy young camellia will put all its energy into growth and not make many buds, I have some like that. (Camellias actually need a little stress to bloom.) There are all kinds of possibilities for why that is happening, and all kinds of gimmicks to try to induce budding. Sometimes it is soil nutrient imbalance, as I have found with a couple of mine that seldom bloom but grow well. And it you have a seedling, that could be still another reason for slow blooming.
