Moving some cannas now

I planted some cannas last year from pots under the eaves of my house. They were the only ones to survive that didn't rot. The only problem is that they really aren't getting enough sun because the plants in front of them are much taller. I am wondering if I can move them now since they are still pretty small, or if I should just wait and chance that they probably won't bloom this year?

Also, I planted some from (rhizome, tuber?) and they are only a few inches tall. I have been told that it has been a tough year in my area, but is this typical? Thanks to anyone who has advice.
