I would prune the Ramona just above the sprout of growth that is halfway down. Prune the other stems to just above the lowest growth.

I THINK you can prune the Jackmani hard, to about a foot off the ground even if there are no buds/growth at this time and the bare stems with sprout and it will sprout from the ground BUT, I am new to type 3's and have never grown it so don't know for sure.

I never prune my 2's below the lowest growth.

It's hard to damage a clematis by pruning too hard - about the only negative aspect is that it could delay blooming. OTOH, a hard pruning, specially for rather spindly specimens such as these, can encourage basal shooting (new growth from the root crown) which will lead to a bushier and stronger vine.

Personally I'd cut them back hard and fertilize well. You may not see as much flowering this season - but you will develop more robust plants. And if possible, reduce the amount of shade by thinning or removing tree branches. Clematis are not really shade vines although various cultivars will tolerate light shade.
