Eureka Lemon Leaf Drop

Hi y'all. I have a 7' Eureka Lemon tree that I planted around 7 months ago. This past fall, I noticed that it had citrus leaf miner. Two weeks ago new leaves emerged from almost all branches as well as numerous blossoms. I checked on it this evening and noticed that that the new leaves are showing signs of leaf miner as well. Of greater concern however, is that most, if not all of the new leaves are dropping off, at the joint between the stem of the leaf and shoot of the branch. Lots of variables- temperature of late (upper 30s to the 80s), just fertilized a week ago, watered this past weekend, etc. Two questions- Any idea of what would cause the leaf drop? What is the best solution for the leaf miner? Much thanks for any advice.
