Time will tell as to whether it will send up new shoots or not. More than likely it will, especially if the crown was buried below the soil level when the plant was originally planted. There could also be dormant buds along the length of the stems that are remaining above ground that could break dormancy and leaf out due to the pruning.

I prune my Montana back to a foot or two, every year after it's done flowering in order to control size. I've never cut it back to an inch or two, but at a foot or two, it comes back beautifully and blooms prolifically every spring.
