All long as they still look green and healthy, Robert, I suspect they may just be building a root system. I wouldn't worry about it. If they needed water or something, they would look "stressed". Have you given them a little fertilizer?

Robert...that is very typical for clematis..I planted 6 of those itty bitty ones from Roseville this past April and JUST NOW..their vines are starting to grow by 2 inches over night..as you said..it was "resting" and getting it's roots going since you stopped it's vine growth by pinching..patience little grasshopper is the most needed virtue when growing clematis...but oh how they are so worth it...I just adore these plants ..anything that gives such pleasure feels like a sin..Jeanne

Patience is the key Robert. If they are green and healthy looking, they are doing their root growth thing. Same goes here for plants started from seed. It is annoying when they sit there and stare back at you, but there is unseen activity below the soil level that will pay dividends down the road.
