If it has been in the ground for 7 years and it is not prospering, either something is wrong with the plant or you haven't been giving it something that it needs. I had a Jackmanii at the first house I ever purchased and it was in full sun in zone 7a and it bloomed well. You say yours is mound planted. Being mound planted, it should be in soil that is free draining which means that it will probably need additional water over the course of the growing season. It also will need fertilizer but you didn't say what you have been using to fertilize it. Are there any other plants in the surrounding area that could sucking up the fertilizer and water you do provide? Was the soil amended in any way when it was planted? Have you kept it mulched well and has it ever bloomed for you? Pinching out growing tips will help stimulate axial leaf buds to break and provide more vines. Planting it deeper in the soil than it was in its original container would also have buried dormant nodes that would produce more vines.

Well, hubby keeps digging around it to loosen the dirt and I also read somewhere on here that someone planted one in the ground near the basement cinderblocks and was having troubles-mine is next to a post that is buried in concrete. I think I will move it this weekend and see what happens. I have a rose bush planted next to it and it grows fine. As far as fertilizer I only use compost, I don't like to use anything else in my gardens. It bloomed the first year but a bit scraggly.

Your problem may be your husband digging around the plant and disturbing their roots. If you do move it, make sure he keeps from disturbing the roots after it is planted.
