how much water are you giving it and where does it face in your yard? How old is it and.... did you fert. this year?

I have not watered it very much since I fed it which was around mid April. I planted it 5 years ago but it was a mature plant with full flower when I did that. It gets between 5 and 6 hours of sun depending on the season and I fed it Rosetone and bonemeal. I didn't water much cause I'm never sure when to start watering the garden in the early Spring.

Not ever seen anything like that on my plant. Have you checked for some sort of insect like thrips or something along those lines that could be causing the issue? Even if you don't see anything you might want to preventatively spray it with some biological treatment like Neem oil to see if the situation is fixed. Sometimes the unseen varmits are the ones that cause the most trouble.

I am of the opinion that if it is green and healthy otherwise, not to worry about it. They just might not have unfurled all the way.

I would never spray any insecticide without knowing exactly what the problem is.

Thrips can cause curled distorted growth but it is usually much worse than that and mostly cosmetic.

I would definately say that someone in your neighborhood has been spraying something. My SAC looks something like this, and I know someone was out in the alley with weed killer. It is all distorted and growing like crazy. They probably used something for dandelions. I get a dose of weed killers every year when the crop dusters go out to spray wheat for weeds. Even the smell drifting in will effect some plants. Redbud trees and purple hyacinth beans for instance. I think your plant will recover.

2-4-D (which is in Weed N'Feed) fumes can drift for a long long way.....
