Your clematis doesn't look like the President. Yours is pink and the President is blue. Maybe it was misslabled. If you had a cold winter the top growth may have froze. Hopefully you will start getting new shoots from the roots. Keep it watered and wait and see. Here is a photo of my clematis the President for comparison.

I agree with Karen. You don't have the President. To help determine if the top vines are dead or just dormant, start at the extremity of any of the vines and start cutting them back until you get to a place where there is green inside the stems. If there is none, then the plant may have died back to ground level. Pruning it back now to determine which parts are alive and which are dead will help to stimulate bud breaks along the stems that are still alive or from the crown if the plant has died back to the ground level.
