yes, they are seed pods. Cutting them off usually does not trigger another bloom. Cutting the entire plant back, might. Depends on the cultivar.

Nice dumpster find! It is very pretty. I just planted my first clematis this year (Nelly Moser). I was told that variety would be best for my somewhat shady spot.
