Looks very healthy in your picture and to me appears to be a type II, very likely HF Young. Fertilizing with a high nitrogen fertilizer can give a plant with loads of foliage with little to few flowers. Try fertilizing with a timed release fertilizer that has a high phosphorus content and low nitrogen. There are tons of them out there to choose from. I would also suggest pruning the plant back to stimulate new growth since as the type IIs age, they get woody stems that tend not to bare flowers. Cut back now to about one foot or so and remove any deadwood or stems with no leaves. Keep the plant fertilized and watered well the rest of the growing season and see if next year you get more blooms!

All Clematis, regardless of who they are can benefit from a severe pruning when they get woody and stop blooming well.
