I have a three year old orange tree, planted in a container. I have about 40 oranges on the tree, pretty good since it is 2-3 feet high max. Blood oranges.

Almost all the oranges are on about 30% of the plant. Large areas of the plant (70%) have no oranges, just nice green growth, and that is scattered evenly across the overall tree.

Am I supposed to prune the non-blossoming areas of the plants, or does the tree need more time to develop blossoms there?
