Meyer Lemon Tree

I got a Meyer Lemon tree as a gift in April of this year. I don't know how old it is, but it is approximately 3 feet tall and is in a pot. It is outside, not inside because I don't have any place inside where it would get the sunlight that I'm sure it needs. When I got it it already had a few small lemons and lots of blossoms. Once the blossoms fell off they left tiny lemons, but they never developed and eventually fell off the tree as well. Currently, it has 5 lemons on it that are about the size of golf balls and appear to be turning yellow. Several weeks ago I began to notice the leaves were turning yellow and curling and dropping off and no new blossoms had appeared in awhile. From what I read on this website I determined it was suffering from root rot and read a solution that suggested watering the plant thoroughly with a mixture of 80% water and 20% clorine bleach. I left it in the pot and watered it thoroughly with this mixture and waited several days before watering it again. By this time most of the original leaves were gone and all that remained were these 5 golf ball size lemons. I was going on vacation and I gave it a fairly decent watering, but did not want to over do it. I was gone for 7 days and when I returned the whole tree was sprouting new leaves. So, I thought that my problem had been resolved. About two weeks ago I noticed that new blossoms were forming and I was delighted. Within the last few days I have noticed some of the smaller new leaves are turning black on the tips almost like they are burnt and eventually fall off. The new blossoms developed to the point of almost blooming, but they dropped off leaving noting behind. I would like to save this tree if possible since it was a gift. Is there any hope?
