In my opinion that isn't enough room for plant growth. In 4-5 weeks they will have 6+ inches of growth above the soil line. In 3 months they will be somewhere around 14" high or higher if they have too little light.

Just my two cents worth here. I think 70 degree temp is more than adequate to germinate and grow daylilies. I would not wrap plastic around my seedling trays unless I had some means to ciculate air around the daylilies. In a too moist environment you run a greater risk of your seedlings damping-off. In the best of all worlds I think you would be happier if you could rig some kind of pully system so that you could easily raise and lower your light fixtures, and as Lilynut stated above your shelves will have to be spaced a lot more than 5-6 inches in height. Also you might want to run a Google search on grow lights and indoor growing racks, which could give you some good ideas on how to design your own setup. Good luck with your project.

The m5-6" measurement is the space taken by lights and shelving for each level. So, 2 shelves would split 6 1/2' of vertical space after shelf and light height are deducted.

You think I need 39" open space for each level? I guess, after also removing the 3" head room and 6" for pot height, the actual growing height for each of 2 levels would be around 30"
