Plants for Difficult Places

Shallow soil over solid rock

I need to plant an shrub for shelter at the back of a border. The problem is that the soil is only about 10" deep over a solid rock outcrop. The only way to break it would be with a rock breaker which is not an option. I live on the west coast of Ireland so the shrub needs to be wind and salt tolerant. Any suggestions for what /how to plant?

Can you create a container bed? I mean either raise the area so you can add good soil?

I couldn't offer suggestions for specific plants without knowing your zone, sun/shade situation.

BTW I just returned from a visit to Ireland (west coast area from Galway to Dingle). The plants were amazing! I've never seen such large hardy fuschias, even in windy coastal areas.
