Since you're in SoCal, just plant them outside in some African violet soil about 1/4 inch deep. Keep the soil about as damp as a wrung-out sponge,in a sunny location and you should have seedlings in about a month. However, citrus from seed may not turn out like the parent plant and may not bloom and produce fruit for some years, but they still make attractive specimens. They also may not be as cold-hardy as a grafted specimen. If speed is essential, my advise is to just go buy a potted-grafted tree that grows well in your climate and get fruit next summer. The seeded plants will probably have serious thorns too, so be careful. Have fun though...

I had good luck germinating seeds like lemon and lime and grapefruit. I would take scissors and snip a little off the seed coat (don't hit the soft seed inside if possible). Then plant in regular potting soil and keep moist. Don't bury the seed too deep, but put some soil over it. Should germinate soon. Also, if the seed is 'dry', soak in warm water overnight before snipping the seed coat.
