Your complaint is a good one. I once had a client with the same problem and like you, moving was not an option. I'm not sure how much space you have to work with, but here is what I suggested to my client and she is very happy with the results.
You could plant a small row of Crape Myrtles about 8 to 10 ft. apart. An evergreen ground cover underplanted will highlight its polished bark. Vinca is great for this effect.
These trees grow to a hieght of about 30 ft. and are terrific for hiding utility easements. If this is too large a tree, let me know and I'll see what else I can come up with.

you can try what I did. If life gives you lemons - try making lemonaide. plant a garden in the utility easement. As long as there are no underground transmission lines, this may be a way to beautify your neighborhood. Get permission first. I grow all sorts of small fruit and vegetables in the easement behind my house.

If you want something which grows tall and fast look into poplar trees. Hybrid poplar grows very fast, and Lombardy poplar is supposed to grow very fast too. Lombardy poplar looks like a tall hedge with leaves (pretty much) from bottom to top. The hybrid poplars have more of a bare trunk. The hybrid poplar can be used for firewood after a few years. It can grow up to 9 feet in a year!!!!
