Yes, my iris plants are short this year also. Many of my taller perennials will be shorter. They put all their energy into producing flowers, and with late spring/summers are shorter.

I have noticed this with delphiniums in past years. Last year they were really tall and I had to tie them up. This year they will barely make the top of the five foot fence.
