A hardy burgundy ornamental grass - hmm, I can't think of one. But you might like Blue Oat grass (Helictotrichon sempervirens). It's not very tall (foliage about 18" or so), has a nice fountain like habit and the blooms get to about 3'. The blooms are not so thick that you can't see thru them. In my zone 2 they've proven very hardy indeed. It pops up early in the season and looks good all year - it doesn't turn tan or brown but just stays blue. A haircut isn't necessary in the spring although it is best, in my opinion. Some people just tease out that which is not blue after winter.

If you're looking for something taller and provide more screening then probably your best bet would be Calamagrostis Karl Foerster, but your 12" to 21" in width might be a problem as this plant could fill 12" pretty quick. You'd then be tasked with having to divide it.

Bluestem is a great place to look at hardy grasses. You'll want to pay more attention to the cool season grasses as they're up early in the year and tend to be hardier than the Panicums or Miscanthus varieties. You'll also want clump forming instead of running or sod forming.
