If that's a recessed light/electrical box in the white ceiling, could you fill the space with a chandelier? Even if you rarely turned it on, the fixture itself it would fill the negative volume over the landing. And if you did turn it on, the right fixture could cast lovely light & shadow on the blank wall and ceiling.

Paint the railing black and instead of trying to come up with something to put on the wall, replace that recessed light with a great chandelier.

I would do 3 same size horizontal paintings going up the stair case, the one on the top closest to the landing would reach 2 ft or so from the ceiling, then the next one 1.5 ft lower then that one, about 2 feet apart, and the third one 2 ft lower then the second one, again about 1.5 ft lower then the second one. that should fill up the space nicely.

Think about an accent color on that wall. Just the part above the railing. Maybe a color from that painting in the next room above the leather sofa. I see a silvery blue gray in your pillows that may also be in the art piece. Navy, blue/gray or just the right silvery blue and then a beautiful chandelier to take the eye up. If the color is right and the chandy is stunning, your issues with the staircase will be solved.

Yes, please do paint over the flowers. I feel they distract from the beautiful design of the ballusters.

the yellow oak color on the railing stands out too much and doesn't quite go with the area. Pretty staircase though. I would paint over the flowers as well, too busy.
A giant iron metal clock for big staircases which would be ideal here on the big wall, it would match the beautiful black wrought iron on the railing.

Absolutely get rid of the flowers and I do like the idea of the black rail to match the balustrade. as in judyg's photo. Big improvement. I think the chandelier is also a great idea - you have the perfect space for a real show stopper.

If it hasn't been mentioned already, I would suggest one large piece of art to keep things simple.

Hanging art over a staircase is something you want to do only once. So find one or or more large pictures that you like, have them framed if they aren't already, and then hire someone to put them in place. I would definitely paint over the flowers.

I would definitely paint over the flowers and refinish the oak to a darker color. I would also consider removing the wall rails. Based on the pictures, it looks like you don't need them to meet code.
