Do those little specks look like little holes? If so, Rose Weevils are the culprit, they bore holes into flowerbuds to lay their eggs. They like to hide but if you see one they have a long snout. The best solution before it get way out of control is by picking those affected flowerbuds and destroy.

I've also noticed that some of the rose buds are turning black and drying out. The roses that this is happening to, are mainly on the south side of the house and it's pretty hot and dry there. We've had some really hot and dry weather lately and I just assumed that this was the cause. I could be wrong about it being weather related, so someone can correct me if it's something else.

crazy gardener: yes! if I look closely .. some of the black spots have holes... and some buds do look eaten away! oh no.... so I guess cutting them off won't be enough..

laurie: yes! some buds do turn black and just dry out... sounds like I have both problems!!!
