Any guesses at a blue annual?

There's a bedding plant the City is using this year that I am not familiar with, but I really like it. It's about 1 foot tall; broad, drooping sword-shaped green leaves (if serrated, very finely and can't see from the car); bright/dark blue-purple flowers in long spikes. Flower spike shape reminds me of a speedwell or salvia but the flowers look like little balls, like millet almost. The most striking thing about this plant is the colour, it is so bright and intense.

Any guesses? I suppose I could get a pic but it would be from the car.

Wow! That's it! That must be a Far North Forum time record for plant ID :)

I didn't think it actually was salvia, just the shape made me think of it. It's such a beautiful colour... have to find me some next year.

Mcavoy we posted at the same time - no Winnipeg doesn't tell you what they are planting as far as I know. But I see salvia f. Victoria Blue is listed on Anchorage's list too!
