help young fig tree decapitated

I have a small tree I planted in the spring, it was doing well when I left for a few week trip. Now to my horror I've found something chewed it off just above ground level (no burrows or holes nearby). Its wilting listing and turning yellow. It was 4 feet high with 1 main stem. THe base of the tree is well chewed. What can I do or do I just take cuttings from the top hope for the best and start over? Also how do I protect my other young tree?

I'm in a semi-urban southern CA area with rabbits and squirrels (raptors and coyotes too but they are unlikely culprits). The tree stems are about the size of my thumb.

Poor tree! Poor me!
