Gardenia Question

I have a question about my gardenia. I've had it for just under a year, growing in a pot the whole time. I neglected it last summer, but somehow it survived. I repotted it late summer last year. Ever since last summer, the foliage has been light green and not glossy. Is this chlorosis? I've been reading about this stuff, but I'm not really sure what I should do.

The plant is in bud, and I've read that you're not supposed to fertilize them while they are budding (if so, then no miracle gro acid fertlizer). Can you use chelated iron on a plant in bud? Will this correct my problem? Or is the foliage problem due to cold weather? I thought chlorosis was due to pH issues but if I can't fertilize, what do I do?
