Lawn help needed

Hello all! I recently moved into a new house near Jacksonville and am wondering whether I should have my St. Augustine grass replaced. Everything was greenig up when we moved in last month, but I noticed that large portions of the lawn were not looking too healthy. Although the grass is growing everywhere, there is quite a bit of thatch and the grass in the middle of the yard is fairly low and not very green (it looks like the home builder possibly mowed too low in the past). In some places near the back weeds and evasive grasses are the only things growing. I used a weed and feed last month but it seems to have done nothing. Do I need to remove the thatch or will grass grow over it in time?
