How to find it less expensively? Buy it after bloom. When plants are in bloom (creeping phlox coming into bloom now) it is always most expensive. You can also order it from a groundcover source like: http://classygroundcovers.com/

I think it would be perfect for your needs, however it is a bit slower to cover an area. It needs somewhat good drainage. Not perfect, but it establishes better with some decent soil in the original planting hole. I find that in the heat of summer it needs a haircut occasionally.

It isn't really evergreen, but gets a bit brownish in the coldest weather. But it's glorious in the spring. You can divide large clumps and transplant them until you have an entire area covered.

I agree with what GGG and Buford said too. Besides Grower's outlet you can usually get discounted pots at the big box stores like Lowe's after they've quit blooming in the Spring. Sometimes for under $1. It seems to be semi-evergreen in my yard. It doesn't turn dead-brown but it's definitely alot darker and duller in the winter then greens up real pretty in the Spring, not to mention it's covered in beautiful blooms. Mine have been spitting out blooms here and there since December because the weather has been so confusing for them. There are many varieties you can choose from too. I have 4 or 5 creeping phlox varieties and they all seem to spread at about the same pace and do well in drought conditions.

It's also very easy to take even a small plant, pluck or cut off several of the seperate little creeping runners and stick them in dirt or sand and they'll root like crazy and create more plants to help fill in a large area. I'm not familiar with growing creeping phlox from seed. Since it's so easily rooted and can be found cheaply I'd think buying live plants would be the way to go.
