Hope they will modify it, at least, to allow the homeowner to water their new plantings, until they are established.
The nursery business is really suffering, because most people can't or won't hire a landscape co. to install them.
That alone, may not help much, because a lot of customers tell me that they are strict water conservationists now and they aren't going to buy anything that requires additional water.

Hopefully they will modify outdoor watering bans and create watering restrictions for companies that REALLY use water in their industry like Coca Cola (as an example) and others.
One entire industry should not collapse - especially one which helps the environment cope with this drought!!

I truly hope people do not go crazy with the water... there sure is a lot of dry clay beach up here. But I have my fingers crossed that the ease on watering helps the nursery and landscape industry. I know they have been really devastated by the drought!
