martha washington leggy, not blooming

I have two Martha Washingtons that are very leggy and have lots of foliage. I see a few buds on the larger of the two, so there is a promise of future blooms. But they haven't bloomed since I planted them last fall. When I bought them, they were compact and blooming well. Ever since I put them in the ground, they have just grown foliage and no blooms. Should I cut them back and put them in pots instead? I thought they should be blooming well by now. Is it just the weather?
