I'll make a guess. It looks like Dianthus Pinks. Bought ours at Grower's Outlet early last year. They are just beginning to wake up and grow in our garden.

I do not think it is dianthus. It does not bloom. I planted it a few years ago at the same time I planted my rosemary. I think it is an herb since I planted it near the rosemary. I just can't remember what it is, so I don't know what to search to try to improve it. Thanks!!!

Snip a tiny piece of the foliage and smell it, that might give you a clue.

Ditto lavender. It hates to be smothered with leaves. I'd cut it out a bit in the middle to force it to branch there. Once you start getting good growth in the middle cut back the outer branches or, if you want to propagate it, just take an outer branch and bend it down into a shallow bit of soil and put a rock over the soil to hold it down. You should have roots in a month or so. Folks tend to cut rosemary and lavender from the outside and it gets leggy in the middle. Lavender is wonderful to cook with. Makes great biscotti (use any basic recipe and toss some chopped up) and tea infusions.
