It is more common for reputable nurseries to allow time for moved up plants to grow for 30 days when planted in larger containers before putting out for sale. I would complain to the manager.

Have never encountered that problem at any of the local nurseries I purchase from, but have seen it at the box stores and always check the root system of any gallon+ size plants that I purchase there. I would certainly complain to the nursery owner or manager. You are paying for gallon sized plants and receiving less. If they claim they weren't aware of the situation, I would find a new source for plants.
