I'd cut them back to ground level. This ginger only blooms on second year growth and from the looks of your plants, they won't produce a bloom this year except the planting on the left might have one or two stalks that will continue to grow. The rhizomes are pretty cold hardy so I think you'll see new growth shortly if not already.
