Probably not in a first year. They usually go to sleep for winter - and if you sow some of your seeds now - they probably will be growing slowly - because it is off-season. After they are hatched and repotted - keep them under higher light - like 4 t12s or 2 T8s - it will speed them up.
In my experience - if you root a cutting someway later in a season - a new plant doesn't go into hibernation.
