Yes. This is normal. Old tubers don't boom much, newer ones will bloom 2nd year...sometimes they sell old ones which produce new plantlets and you get the bloom later. Just wait! You will surely have a spring show in the next year or two.

This also happens if you plant the rhizome - or whatever it is called - too deep. It should be just barely beneath the soil.

I separated my irises 2 years ago and they did not bloom last year. This year I have dozens. Just keep fertilizing the foliage and they will bloom next year.
